Small Business Terms: What Is the Foreign Convention and Tour Incentive Program?

The Foreign Convention and Tour Incentive Program (FCTIP) allows Canadian non-residents to receive a rebate for 50% to 100% of the goods and service tax (GST) or harmonized sales tax (HST) for certain purchases that they make while visiting Canada for tourism purposes. Additionally, exhibitors, organizers, and sponsors of foreign conventions are eligible to receive the same rebate, as are non-resident tour operators who sell eligible tour or camping packages to non-resident individuals. Business owners who are eligible for the FCTIP rebate can apply by contacting the Canada Revenue Agency with proof of taxes paid on the applicable goods, services, or properties, or they may apply with a third-party acting as power of attorney on their behalf.
